Most AI proposals die in the approval process. Not because the idea is bad, but because the business case doesn't answer the questions stakeholders are actually asking.

Those questions are not about technology. They're about money, risk, and evidence. A room full of decision-makers wants to know: what problem are we solving, how do we know AI can solve it, what does it cost, and what does success actually look like. A good business case answers all four before they ask.

Start with the problem, not the technology

The biggest mistake in AI proposals is leading with the capability. "We could use machine learning to..." is how you lose a boardroom in the first five minutes. The conversation should start with the problem.

Define the problem in measurable terms: what does it cost today, how much time does it consume, what breaks when it doesn't work. The more specifically you can quantify the current state, the more credible the case for change becomes.

A useful test: if you removed the word "AI" from your proposal entirely, would the problem still be worth solving? If not, you're selling technology, not solving a business problem. Stakeholders who've seen AI hype cycles before will notice.

Define success before you describe the solution

Before anyone needs to understand how the system works, they need to know what "working" looks like.

Pick one or two metrics that directly measure the problem you defined. If the problem is document processing time, success is measured in processing time, not model accuracy. If it's escalation rates in a support queue, success is escalation rates. Model accuracy is a technical input to that outcome, not the outcome itself.

Then set a threshold: the minimum the system needs to hit for the investment to make sense. Being explicit about this number forces a more honest evaluation and gives the project a clear standard it can be held to later.

Build an honest cost model

Most AI business cases underestimate cost in two places: data preparation and integration.

Data preparation is often treated as a minor step. In practice it can consume a third to half of total project time, especially when historical data lives in fragmented systems, requires manual labeling, or needs significant cleaning before a model can use it. Be honest about this upfront, even if the number is uncomfortable.

Integration is the second underestimated item. A model that performs well in a test environment still needs to connect to the systems that actually use it, be monitored in production, and be maintained over time. The cost of operating an AI system over twelve months is almost always higher than the cost of building it.

Build cost estimates that include data work, integration, and at least twelve months of operations. The number will be larger. It will also be credible, and credibility is what gets proposals approved.

Use a POC to de-risk the technical assumption

The question every technical stakeholder will ask is: does this actually work? A proof of concept is how you answer that with evidence instead of confidence.

A well-scoped POC runs four to six weeks, uses a real sample of your actual data, and answers one specific question: can this approach reach the accuracy threshold the business case requires? It's not a demo. It's a test with pass/fail criteria defined before it starts.

The POC result becomes your strongest asset in the room. "We tested this on three months of real production data and hit 87% accuracy against a threshold of 80%" lands differently than "our vendor has done this before."

If the POC misses the threshold, that's useful too. You've learned something real before committing to a full build. That's the whole point.

The four questions your case needs to answer

A complete AI business case answers these four things:

What is the problem? Defined in measurable terms, with current cost or impact quantified.

What does success look like? A specific metric with a minimum threshold, tied directly to the problem.

What will it cost? An honest estimate covering data preparation, development, integration, and operations.

What is the evidence that it's achievable? A POC result, a reference to a comparable deployment, or a clearly scoped POC plan with defined success criteria.

Proposals that answer all four confidently get approved. Proposals that skip the last two, or treat them as details, tend to stall.

One more thing worth saying

When you bring an AI proposal to decision-makers, you're not presenting a technology pitch. You're responding to a risk management instinct. People who control budgets have seen projects overpromise and underdeliver. Their job is to push back.

The framework above is how you get ahead of that. It positions you as someone who has thought through the failure modes, not just the upside, and that changes how the proposal lands.
